India–Russia Relos Agreement: A New Equation in Global Geopolitics.

The implementation of the defense cooperation agreement known as “RELOS” between India and Russia has triggered new discussions in international geopolitics. As a result of this agreement, the two countries will now be able to deploy troops, warships, and military aircraft in each other’s territories, taking military cooperation to a new level.

What is the RELOS Agreement?

The “Reciprocal Exchange of Logistics Support” (RELOS) agreement, signed in Moscow in February last year and approved by the Russian Parliament in December, came into effect on January 12. Under this agreement, India and Russia will be able to use each other’s military bases, naval ports, and airspace. These facilities will be available during both peacetime and wartime.

According to the agreement, both countries will be allowed to deploy up to 3,000 troops, 5 warships, and 10 military aircraft. The agreement is valid for five years and can be renewed by mutual consent. In addition, a framework for fuel supply, maintenance, and technical support has been established, which will be particularly advantageous for India in operating Russian military equipment.

Importance from Russia’s Perspective

India has been a close military partner of Russia since the Cold War era. Following the Ukraine war and the imposition of Western sanctions, this agreement has created a new strategic opportunity for Russia. According to experts, it will help Russia strengthen its military presence in the Indian Ocean region.

Analysts say that this agreement is not a military alliance; rather, it is an effective logistical support mechanism for Russia during a period of sanctions. Through this arrangement, the Russian Navy will be able to remain at sea for longer periods.

Strategic Benefits for India

For India, this agreement marks a major step forward from a defense import–dependent relationship toward effective military cooperation. As a result, India will gain access to Russia’s military bases in the Arctic region and the Far East.

According to experts, in the context of China’s growing presence in the Indian Ocean, this agreement with Russia will further strengthen India’s strategic position. It will expand India’s access from the Pacific Ocean to the Arctic region.

The United States and the Policy of Strategic Balance

For the first time in its history, India has allowed a foreign power to deploy troops on its territory. Although India previously had a logistics agreement with the United States, it did not permit direct troop deployment.

In the current global context, India is maintaining its relationship with the United States while simultaneously strengthening military cooperation with Russia. According to analysts, this is part of India’s multidimensional diplomatic strategy, in which relations with one side are not positioned against relations with another.
